WHAT'S ON THE BALLOT?

On Tuesday, September 9, 2025, residents of the West Delaware County Community School District will consider renewing the district’s Physical Plant and Equipment Levy (PPEL).

 

More than 85% of Iowa school districts rely on a voted PPEL for financial support. This levy generates funds that can only be used for infrastructure and equipment repairs, purchases, and improvements.

 

The district’s current voted PPEL of $0.67 per $1,000 of taxable property value is scheduled to sunset on June 30, 2026. A renewed PPEL would allow the district to maintain the levy for an additional 10 years.

WHY IS A VOTED PPEL NEEDED?

Like many rural school districts throughout Iowa, West Delaware County CSD faces facility and equipment challenges that go beyond what can be addressed solely through its annual operating budget and general fund.

 

The district receives approximately $510,000 annually from its voted PPEL. In the past, these funds have been used to:

  • Repair and replace roofs

  • Improve HVAC systems

  • Purchase school buses and vans

  • Expand technology for students

  • Replace classroom furniture

  • Upgrade music facilities and equipment

  • Maintain gymnasium floors

  • Install Braille signs and additional signage throughout the district

  • Improve safety and security

If the voted PPEL is not renewed, the district would need to use general funds or state sales tax revenue (SAVE) to support maintenance, transportation, and technology needs previously covered by the levy. This would delay other projects or could result in budget cuts.

PROPERTY TAX IMPACT

West Delaware County CSD’s current voted PPEL is $0.67 per $1,000 of taxable property value (not assessed value). If the measure on the September 9 ballot is approved, the district will continue to collect funds at that same rate through June 30, 2036.


An approved PPEL in September WILL NOT increase property tax rates.

HOW TO VOTE

The polls will be open on election day, Tuesday, September 9, from 7:00 a.m. to 8:00 p.m. A valid ID will be required to vote.

 

If you are not registered to vote, you can submit a voter registration form to your county auditor’s office. You may also register on election day at your polling location.

 

In-person absentee voting will be available starting on August 20 at your county auditor’s office. This office is open weekdays during regular business hours. The final day to cast an absentee ballot in person will be September 8.

The deadline to request a mailed absentee ballot from your county auditor is August 25. Ballots must be received by the auditor’s office before the polls close on election day to be considered for counting.
